- Starting January 1, 2025, non-commercial vehicles will no longer require a safety inspection before registration.
- This change simplifies the registration process for most Texas drivers.
2. New Inspection Program Replacement Fee
- To offset revenue previously generated by inspections, vehicle owners will now pay a $7.50 replacement fee during registration.
- For new vehicles (current or preceding model year), an initial fee of $16.75 will apply for two years of registration.
3. Emissions Testing Still Required in Certain Counties
- Emissions testing will continue to be mandatory in emissions counties, including Harris County and other major metropolitan areas.
- Bexar County will join the list of emissions counties in 2026.
4. Commercial Vehicles Are Exempt
- Commercial vehicles will still need to pass annual safety inspections but are exempt from the replacement fee.
